Today, Representative Adam Neylon released a statement following the Joint Committee for Review of Administrative Rules (JCRAR) voting on motions regarding two rules proposed by the Wisconsin Elections Commission (WEC). The rules, discussed at a public hearing earlier this week, concern the training and certification of municipal clerks and the regulation of election observers. The Assembly Committee on Campaigns & Elections previously determined that the observer rule exceeded the original legislative intent.
“I agree with my colleagues on the Campaigns & Elections Committee, the observer rule goes beyond legislative intent. Although WEC has the authority to promulgate technical rules, public policy should be set through Wisconsin’s elected representatives. That is the proper legal procedure and the reason for JCRAR’s objection. Furthermore, ensuring the oversight of Wisconsin’s elected representatives in the electoral process should ease the skepticism some Wisconsin voters have in how elections are run,” stated Neylon.
